For plumbers applying for a skills assessment under the Offshore Skills Assessment Program (OSAP).

Eligibility

You will need to do a skills assessment with a TRA-approved registered training organisation (RTO). If you are successful, you will receive an Offshore Technical Skills Record (OTSR).

You can then apply with Australian State and Territory licensing authorities for a:

  • provisional licence
  • registration, or
  • certificate.

As there is no nationally agreed gap training package for migrant plumbers who hold an OTSR, it is at the discretion of each plumbing state and territory licencing board to provide a pathway for the issuing of the Certificate III in Plumbing and/or a ‘full’ occupational licence.

Applicants are advised that the cost, pathway and length of time it takes to complete the licensing requirements after a successful TRA skills assessment can differ in each state and territory.
